(The Post News)- Acting National Spokesperson Zuko Godlimpi addressed crucial issues contributing to the party’s decline in the 2024 Provincial and National Elections on the second day of the ANC NEC Lekgotla. The gathering, held in Boksburg, Ekurhuleni, focused on examining the intricate relationship between economic challenges and governance pitfalls. Godlimpi highlighted three primary areas for the day’s agenda.
Firstly, the need for economic resurgence was emphasized as a cornerstone for restoring faith in the democratic process. Secondly, the Lekgotla addressed the interplay between economic woes and governance lapses. “There is a symbiotic relationship between economic challenges and governance inefficiencies,” Godlimpi explained.
Godlimpi discussed the principle approach the ANC will adopt moving forward, highlighting the inherent link between the nation’s economic challenges and governance issues. “There is a correlation between economic struggles and governance failures,” he stated, underscoring the need for a robust strategy to enhance government efficiency.
The president has directed the Commission to focus on improving the functionality of government systems, which Godlimpi believes will create a synergy between policy and economic outcomes. The ANC’s introspection extends beyond governance, with a commission dedicated to “investing in human capital.” This initiative aims to bolster the social wage through enhanced policies related to education, healthcare, and social development.
The goal is to translate good intentions into effective government programs that genuinely benefit the populace. The plan, adaptable to local circumstances, aims to maintain a uniform sense of urgency and action. This aligns with the President’s emphasis on an accountability framework, adopted by the NEC to ensure leadership responsibility at all levels.
Godlimpi highlighted the constitutional mechanisms available to the national government to support local government spheres, citing sections 154 and 139. “There’s a constitutional provision, section 154 support, that national government must provide to local government spheres. It regulates how national government and provinces must intervene to assist local government where there are challenges,” he explained.
Section 154 of the South African Constitution mandates that the national government and provinces support local governments to ensure effective administration. Section 139 allows for intervention when a municipality cannot fulfill its executive obligations. However, Godlimpi emphasized that such interventions are not arbitrary takeovers but are meant to provide structural support and enhance performance.
