(The Post News)- Controversial North West businessman Brown Mogotsi has made explosive claims. He appeared before the Madlanga Commission of Inquiry in Pretoria on Tuesday, 18 November 2025. He alleged that he has been a Crime Intelligence agent for more than two decades.
Mogotsi Claims Mkhwanazi Works with US Central Intelligence
Mogotsi reported that KwaZulu Natal Police Commissioner, Lieutenant General Nhlanhla Mkhwanazi, collaborates with the United States’ Central Intelligence Agency (CIA).
He said he was first recruited as a Crime Intelligence informant in 1999. Later, in 2009 he became a contact agent responsible for supplying information to the unit.

He added, “tensions escalated in 2023 when South Africa filed a case against Israel at the International Court of Justice.” According to Mogotsi, this triggered fears within Israeli circles about the future of the coal trade. These concerns particularly involve the Richards Bay Coal Terminal, a major global exporter. It supplies coal to countries including Israel and the United States.
“There was a worry from those interests that South Africa will halt the trade,” Mogotsi claimed.
He claimed that Zulu King Misuzulu kaZwelithini and Lt-Gen Mkhwanazi were recruited by the CIA to safeguard these international interests. “There was a suspicion then. There was a real suspicion that Lt-Gen Mkhwanazi was recruited by the Central Intelligence Agency, the American one,” Mogotsi said.
He added that this information came from a source but neglected to give evidence to substantiate the allegations.
Matlala Allegedly Paid Millions to Cele and Masemola
Mogotsi also mentioned claims involving former Police Minister Bheki Cele, national police commissioner Fannie Masemola, and convicted tender tycoon Vusimuzi “Cat” Matlala.
Mogotsi alleged that while Matlala was incarcerated, he confessed in a telephonic conversation. According to Mogotsi Matlala admitted to paying millions of rands to both Cele and Masemola. This was a gratification for securing a R360 million SAPS tender.
During the call Matlala described the pair as “ungrateful,” said Mogotsi. He added, Masemola allegedly demanded R25 million and R5 million had already been paid. Reports show that Cele was given R2 million but expected R10 million in total. “Which means the R8 million was outstanding,” Mogotsi told the commission.
His testimony is expected to continue on Wednesday.
